A scenario is like a set of monkey bars. It gives you something solid to hang onto while allowing room to play in the spaces between. Everything from a single-scene vignette to a multi-scene SimuLife uses a scenario as a script.
Scenarios provide a structure for what happens in the story. They start with character descriptions. Then, the plot of the story is described in narrative paragraphs. Lines of dialogue may be included. The open structure of the writing allows you to improvise with whatever spects bring to the experience.
The scenario is a general map of the story. How the journey plays out is up to you and the spect.
